What data exists — and where to find it

The Census Bureau publishes dozens of data products. Here is what each one measures and when to use it.

Decennial Census — PL 94-171
The official population count every ten years. Provides race, ethnicity, and voting age population down to the block level. The legal foundation for redistricting.

CVAP — Citizen Voting Age Population
Combines decennial geography with ACS citizenship estimates. The most legally precise measure of eligible voters by race — central to Voting Rights Act analysis.
Annual VTD level 13 race categories
American Community Survey (ACS)
Ongoing annual survey measuring income, education, housing, employment, and more. Available as 1-year and 5-year estimates down to census tract.
Annual 1-yr & 5-yr Tract level
Voting Age Population (VAP)
Total population aged 18+ by race and ethnicity from decennial data. Used in Gingles Prong One analysis for Voting Rights Act cases.
